Education can make a positive difference between re-offending and not re-offending, with the legal frameworks deciding the contents and provision of that education. Not every individual who leaves prison with more skills and/or qualifications than they had when they entered will desist from re-offending, but the rate is significantly reduced. This is particularly valuable for offenders as they are generally considered to have very low levels of skills compared to the general population.
